General Instruction
Minimum Requirements:
- Qualifications and experience listed are the minimum requirements.
- Meeting these requirements does not guarantee selection.
Selection Process:
- If there are a large number of applications, a selection committee may use its own criteria for choosing candidates.
- The committee may also create a waitlist.
- C-DOT may set higher qualification thresholds and limit the number of candidates for interviews.
- Only shortlisted candidates will be invited for interviews.
- Preference will be given to GATE qualified candidates
Eligibility Verification:
- If at any point during the selection or after appointment, it’s discovered that a candidate provided false information or did not meet the qualifications, their appointment can be canceled without notice.
- No TA/DA: Travel allowance (TA) and daily allowance (DA) will not be provided during the recruitment process.
Leave:
- Project Engineers are eligible for paid leave, but accumulation beyond a calendar year is not allowed.
- “No work no pay” applies if more leave is taken than prescribed.
Tax Deduction at Source (TDS):
- Income tax and other applicable taxes will be deducted at the source before releasing payments.
- C-DOT is not liable for taxes or contributions payable by the Project Engineer.
TA/DA for Official Travel:
- Travel and daily allowances for official travel will be reimbursed as per the entitlement permissible to Level 10 of the 7th Central Pay Commission (7CPC).
CONTRACTUAL TERMS AND CONDITIONS:
- Legal Status:
- PEs are temporary contractual manpower and not official C-DOT staff.
- They cannot claim permanent employment or equivalent status.
- Standards of Conduct:
- PEs should follow C-DOT instructions only.
- They must not take actions that harm C-DOT’s interests.
- Compliance with laws and regulations is mandatory.
- Non-compliance can lead to contract termination.
- Assignment of Duties:
- PEs must perform assigned duties, and additional duties may be assigned.
- No extra allowance for extra duties.
- Sexual Exploitation and Abuse:
- PEs must comply with anti-sexual harassment laws.
- Violation can lead to contract termination and legal action.
- Medical Clearance and Injury:
- PEs need a medical fitness certificate when joining.
- Compensation is not payable for injury or death during duty.
- PEs are advised to have medical insurance.
- Basic Support Facility:
- C-DOT provides basic support for work.
- PEs are responsible for equipment and pay for damages.
- Confidentiality of Documents & Information:
- PEs must maintain document and information confidentiality.
- C-DOT’s name and seal can’t be used for commercial purposes.
- Settlement of Disputes:
- Disputes should be resolved amicably.
- Unresolved issues may be referred to C-DOT’s CEO or designated authority.
- Jurisdiction for legal disputes is in New Delhi.
- Conflict of Interest:
- PEs must follow C-DOT and government rules.
- They should act honestly, maintain office secrecy, and serve C-DOT’s interests.
- Unsatisfactory performance or conflicts of interest can lead to contract termination without specifying a reason.
- Paid Leave: Project Engineers are eligible for 1.5 days of paid leave per completed month of service, in addition to Gazetted holidays. Leave accumulation beyond a year is not allowed, and “no work, no pay” applies if excessive leave is taken.
- Tax Deduction: Income tax and other applicable taxes will be deducted at the source before payment, with TDS/GST certificates issued. C-DOT is not liable for taxes or contributions by Project Engineers.
- Authenticity: False information or willful suppression of material facts can result in contract termination and other necessary actions.
- Relaxation: The CEO of C-DOT may relax guidelines for specific reasons, with written justification.
- TA/DA: Travel expenses will be reimbursed per Level 10 of the 7th CPC for official travel.
